Whether a municipality itself - a Village, Town, City or County - or a municipal services department within the municipality, there are complex tasks to be accomplished, often under the watchful eye of a competing party, critical electorate and/or ambitious media.
There is rarely a municipal government without extremely diversified services which effectively must be integrated - a Police Department, a Fire District, Sanitation Services, a DPW and myriad departmental offices, under a beaurocratic administration. There are labor issues, tax considerations, targeted lawsuits and multi-million dollar public bids. Even under the most buttoned-down management, there can be serious problems and often the appearance of improprieties. In the meantime, elected and appointed officials must remain completely focused, aware of their exposure, while properly anticipating and fending off adversity, and running a government that not only serves the residents, but satisfies the taxpayers and remains clearly above reproach.
